ABOUT FINANCIAL INNOVATION FOR IMPACT

Financial Innovation for Impact (Fii)is an international, not-for-profit organisation dedicated to the advancement of scalable, sustainable, and evidence-based financial and regulatory innovation. We work with academic institutions, digital finance ecosystem partners, and other stakeholders to create knowledge and apply data-driven insights to inform the development of fintech and the decision-making of central banks, securities regulators, and other financial authorities. Fii generates research, develops digital tools, and delivers capacity building at scale through technical assistance programmes to benefit financially excluded, marginalised, and disadvantaged populations.


The Technical Assistance Directorate

Fii is seeking a Pakistan-based Project Manager to lead the day-to-day coordination and implementation of its technical assistance programme with financial authorities in Pakistan. The role will own the integrated programme workplan, connect activity across the various workstreams and ensure that agreed outputs, decisions and follow-up actions move forward in a coherent and timely way. 

Working closely with the Pakistan-based Relationship Manager and Technical Specialist, Fii international specialists, and designated counterparts at financial authorities, the Project Manager will turn specialist input into organised in-country delivery. 


THE ROLE

Fii is seeking a Pakistan-based Technical Specialist to provide authoritative local insight on Pakistan's financial sector, digital financial services ecosystem, regulatory environment and political economy. The role will help ensure that programme diagnostics, policy options and implementation recommendations are accurate, relevant and feasible in Pakistan. 

Working alongside Fii's international digital financial services experts, the Technical Specialist will contribute across the various project workstreams wherever Pakistan-specific technical, market or institutional judgement is required. The role requires in-depth knowledge of the Pakistani ecosystem and the ability to contextualise specialist advice.


RESPONSIBILITIES

  • Own and maintain the integrated programme workplan, translating agreed priorities into clear activities, milestones, owners, deadlines and resource requirements across workstreams. 
  • Coordinate day-to-day delivery across the Pakistan-based team, Fii international specialists, consultants and relevant stakeholders, ensuring responsibilities, hand-offs and dependencies are understood. 
  • Maintain accurate delivery, decision, dependency and action trackers; monitor target dates, deliverable status and agreed follow-up; and pursue timely closure of actions. 
  • Plan and coordinate the practical delivery of meetings, consultations, workshops, missions and technical-assistance activities, including agendas, briefing materials, participant coordination, logistics and documented follow-up. 
  • Track programme outputs, KPIs and monitoring evidence; consolidate concise progress information for Fii leadership, counterparts in Pakistan and programme governance forums. 
  • Maintain the programme risk and issue log, identify delivery bottlenecks or counterpart-capacity constraints early, propose practical mitigations and escalate material issues through the agreed governance arrangements. 
  • Prepare delivery updates and action records for key governance meetings, and coordinate completion of agreed actions. 
  • Support quality review, version control, approval and orderly handover of programme outputs, including the end-of-programme close-out report, lessons learned and forward plan for follow-on implementation. 
  • Maintain complete and appropriately confidential programme records, working in accordance with Fii requirements and the sensitivities of engagement with a central bank and regulated firms. 


REQUIREMENTS AND QUALIFICATIONS

The successful candidate will combine the experience and judgement required for the role with a practical commitment to collaborative, locally grounded delivery.


Essential

  • Based in Pakistan, with the ability to sustain regular in-person engagement with programme counterparts and the locally embedded team.
  • Substantial experience managing complex, multi-stakeholder projects or programmes, preferably involving technical assistance, public authorities, financial services or regulatory reform.
  • A strong record of building and managing integrated workplans, coordinating simultaneous workstreams and tracking milestones, risks, dependencies, deliverables and actions to completion.
  • Bachelor's degree or equivalent professional experience in Project/programme management, preferably in finance, international development or regulatory sectors
  • Experience coordinating distributed multidisciplinary teams, consultants and senior institutional counterparts, with clear communication and accountability.
  • Good knowledge of Pakistan's institutional context and practical familiarity with its financial services and/or digital financial services ecosystem.
  • Strong organisational judgement and problem-solving ability, including the confidence to identify bottlenecks, propose workable responses and escalate issues at the right time.
  • Excellent written and spoken English and native-level Urdu, with the ability to produce concise updates and meeting records.
  • Strong meeting preparation, facilitation and follow-up skills, with close attention to detail and document control.
  • A collaborative, discreet and self-directed working style, suited to a hybrid international team and engagement with senior public-sector officials.


Desirable

  • Experience delivering a donor-funded or international development programme in Pakistan.
  • Experience working with or alongside a central bank, financial regulator, government body or development partner.
  • A recognised project-management qualification such as PRINCE2, PMP or an equivalent credential.
